PHN and KOWR join forces for property development

Wednesday, August 19, 2026 - 16:42

Polski Holding Nieruchomości S.A. (PHN) and the National Center for Agricultural Support (Krajowy Ośrodek Wsparcia Rolnictwa, KOWR) have signed a letter of intent regarding their future cooperation for the development of properties owned by KOWR, with the aim of creating spaces that will serve agriculture and positively impact the socioeconomic development of the region. The goal is to establish agricultural service centers that will bring together selected agricultural institutions in a single convenient location. The partners aim to combine KOWR’s real estate potential with PHN’s experience and investment expertise to jointly develop an optimal model for investment project implementation.

The signed document sets out the framework for further work by PHN and KOWR related to the preparation of the potential venture. First and foremost, the parties will focus on analyzing the development potential of the properties owned by KOWR and on developing a cooperation model that aligns with the properties’ potential and the objectives shared by both entities.

For PHN, this potential project is part of its efforts to actively seek out new investment opportunities and leverage the PHN Group’s expertise in collaboration with other public entities that own attractive real estate.

“PHN is constantly seeking new growth opportunities and projects in which we can leverage our investment experience and expertise in comprehensive property development. Our partnership with KOWR allows us to combine the potential of attractive land with our know-how and experience in project planning and execution. We believe that such partnerships create real value both for the entities involved and for the cities and local communities where the projects are carried out,” said Wiesław Malicki, President of the Management Board of Polski Holding Nieruchomości S.A.

As part of their ongoing efforts, PHN and KOWR will work to develop a cooperation model that allows for the optimal utilization of the potential of the properties. The next steps will include analyses and discussions regarding possible ways to implement the project, as well as the establishment of detailed rules for cooperation.

“We are committed to the active and prudent management of the real estate owned by KOWR, so that it brings benefits to society as a whole by creating agricultural service centers that bring together institutions related to agriculture. Our collaboration with PHN, an entity with extensive experience in the real estate market, will allow us to analyze ways to leverage the potential of our properties and develop a project model that benefits both parties,” said Leszek Iwaniuk, Deputy Director General of the National Center for Agricultural Support.

The collaboration between PHN and KOWR is an example of how public sector entities can leverage synergies; by combining their resources and expertise, they can jointly develop projects that improve the efficiency of property use.

The planned partnership is also in line with efforts to strengthen the country’s economic potential and the concept of local content. In preparing and implementing investment projects, PHN recognizes the importance of leveraging the expertise of domestic companies and building strong local value chains. This approach ensures that investment projects carried out in Poland support not only the development of specific projects, but also boost the national economy, businesses, and the labor market.

The signed letter of intent is of a framework nature and serves as the basis for further work and negotiations. The detailed scope of the project and the implementation model will be determined after the necessary analyses have been conducted and the parties have reached an agreement.
